Mr. Rafic Koussa is a graduate in Mechanical Engineering from the University of Southern California, USA. With over 30 years of diversified and progressive experience as a Mechanical Engineer, Projects Manager & Business Development Executive, and with an extensive knowledge in administrative and operational tasks, Mr. Koussa has gathered a well rounded knowledge in the management of companies, and in the execution of projects from inception to realization. He started his career with Dresser Industries in the USA as a Senior Projects Engineer serving the Power Generation, Nuclear, Oil refining, and Chemical Processing industries. To closely monitor and enhance the company’s worldwide presence, Dresser Industries later appointed him as Manager for the MENA and South Asia regions. He was the engineer on the first Hydraulic Power Recovery Unit installed in the Middle East at KOC’s Mina Al Ahmadi Refinery in Kuwait with Japan Gas Corporation. This success was duplicated in Seo San Korea for Kukdong Oil Co, and again in Taiwan’s Kaohsiung refinery for Chinese Petroleum Co and Badgers Engineers Inc. His clients included Exxon, Chevron, Amoco, Mobil, Texaco, Union Oil, Shell, Conoco, Arco; as well as Parsons, C.F. Braun, Fluor. He extensively worked in the Middle East region where he established his own Electro-Mechanical firm to cater to the design, execution and O&M of Water & Waste Water Pumping Stations, Treatment and Desalination Plants. In the 90’s, he actively contributed to the post-war reconstruction programs of the infrastructure in Lebanon. His conceptual engineering design of the Utilities Infrastructure Package for “The World” project in Dubai was shortlisted as the most workable solution for this complex project, from among major international consultants and designers. He has served as Chief Operating Officer of Energy Holdings International Inc (EHII), a New York Publicly listed company, targeting Alternative Energy, Oil and GAS E&P, and Power Development projects. He negotiated a 450 MW Gas operated CCGT Power Project in Asia, and was instrumental in the approval of ECA funding of a 700MW power project as well as a Gas Pipeline in the MENA region. Throughout his career, and on several occasions, he assumed an advisory role to various mega infrastructure projects in the MENA region. He possesses good technical and financial knowledge with respect to PPP / IPP programs and Power Purchase Agreements (PPA), as well as cash flow, profit structure and financing of Energy (Power and Oil & Gas) Projects. Mr. Koussa has the ability to identify opportunities, and develop proper mechanisms for their successful award and adequate implementation. Mr. Koussa is married with three children. As part of his social responsibility, he has contributed to the sponsorship of young entrepreneurs, and to raising funds for the displaced and orphans during the war in Lebanon.
